Description of Study
The Little Hoover Commission is reviewing California's progress toward implementing recommendations from the Commission's 2003 report on the state's alcohol and drug treatment programs, with a focus on Proposition 36. In the earlier study, the Commission found that substance abuse was the underlying cost and cause of many other expensive problems including foster care, the correctional system, medical issues and lost worker productivity. Some $11 billion is spent each year from the state General Fund responding to the problems created by abuse and addiction. The goal of this follow-up study is to assess what improvements have occured in the past four years relative to the major problems identified by the Commission in the 2003 report.
