Description of Study

One of the most important obligations that the State faces collectively is toward the 100,000 children who have been so abused or neglected by their parents that the State has taken the drastic step of removing them from their families.

Three times in recent years the Commission has examined the foster care system and in each instance it found broad agreement that the system was not working as it should.  In 1999, when the Commission last studied programs that serve neglected and abused children, it outlined a comprehensive strategy for reform that the Commission believed responded to this public trust of the highest order.

In this study, the Commission will review the progress of reforms in the foster care system.  The Commission wants to understand where progress has been made, where efforts have been stymied and what must change to reach our goals of safety, well-being and permanency for California’s most vulnerable residents.
