Description of Study
The Little Hoover Commission is examining California’s strategies to address the health and health care needs of its residents. California's investments in this area have been significant. Over the past ten years, enrollment in publicly-funded health care programs has grown to seven million residents as policy-makers have sought to provide health care to a greater share of the uninsured. Accordingly, the cost of publicly-funded health care programs has grown as well, exceeding $48 billion in 2002-03. Medi-Cal costs alone have increased by 75 percent in the last decade. Despite these investments, more than six million Californians remain uninsured. The Commission's goal is to make recommendations to improve the efficiency and effectiveness of State health care programs and clarify the need for additional strategies to expand access to health care.
