Description of Project
In 2004, California's Governor Schwarzenegger initiated a California Performance Review to improve the operations of public programs. The review included a proposal to dramatically reshape the organizational structure of state entities. State statute permits the governor to reorganize state operations through an expedited executive reorganization plan, which must be transmitted to the Little Hoover Commission for review prior to being submitted to the Legislature.
In anticipation of receiving a reorganization proposal from the governor, the Commission organized a series of hearings to explore the framework of the organizational recommendations offered by the California Performance Review: super-departments, centralized administrative functions and less reliance on boards and commissions. The Commission's goal was to explore the opportunities and lessons associated with large-scale organizational change.
