Description of Study

The Little Hoover Commission’s study will focus on the state’s regulatory processes, with the goal of improving clarity and accountability, in the way the state develops regulations and assesses their impacts and outcomes.  The study is intended to take a broad look at the state’s regulatory process, including the rule-making phase at the agency level as well as the assessment of proposed regulations by the Department of Finance and the Office of Administrative Law.

In the course of its work, the Commission, through its open study process, will assess the role of economic analysis, including the use and limits of cost-benefit analysis and cost-effectiveness tests.  The Commission will examine regulatory reform efforts in other governments – at the city, state and federal level – to learn about ways that California’s regulatory development and review process can be made more efficient, more effective and more transparent.

If you would like more information regarding this study, please contact Stuart Drown, executive director.  To be notified electronically of meetings, events or when the report is complete, please send a request to littlehoover@lhc.ca.gov.  The Commission also can be reached at (916) 445-2125.

The Commission received a request from Assemblymember Felipe Fuentes and Senator Robert Dutton to review California's regulatory process and identify improvements in certain areas. A copy of the letter can be viewed by clicking here.
